Russia recently opened the first Ministerial Conference of the Russia-Africa Partnership Forum in Sochi, Russia, seeking to deepen its relationships with African nations while dispelling the idea of its isolation due to Western sanctions. The two-day conference, which began on November 9-10, aims to enhance political and business ties between Russia and African countries, building on the momentum from last summer’s Russia-Africa summit.

The conference, held at Sirius University in Sochi, attracted more than 1,500 attendees, including 54 heads of African official delegations, government leaders, and high-ranking representatives from Russian and African business, academic, and public sectors. The event was spearheaded by Russian Foreign Minister Sergey Lavrov, who chaired the plenary session, where greetings from Russian President Vladimir Putin and the Chair of the African Union, President Mohamed Ould Cheikh El Ghazouani, were read out.
The forum set out to coordinate strategies on a range of critical international and bilateral issues, particularly focusing on expanding the Russia-Africa collaboration from 2023 to 2026. Through the conference, Russia and African nations coordinated on long-term objectives in various sectors including economic development, international security, counter-terrorism, and peaceful cooperation in space exploration.

The conference also hosted a comprehensive business program, with 19 panel discussions focusing on a wide array of topics including food security, the agro-industrial sector, digitalization, healthcare, education, youth policy, and the training of skilled specialists for the economy. Notably, the discussions around food security and agricultural cooperation were underscored by Russia’s long-term commitment to working with African countries to boost agricultural productivity and improve food self-sufficiency.
Strengthening Bilateral Relationships and Memorandums
Russian and African leaders signed an extensive package of memorandums and agreements aimed at strengthening bilateral ties. Anton Kobyakov, an adviser to President Putin, emphasised that these agreements, along with Russia’s established intergovernmental commissions on trade and economic cooperation with many African nations, would lay the groundwork for future collaboration.
Kobyakov also noted that this conference represented another significant milestone in Russia-Africa relations, particularly as it seeks to reshape the political and economic dynamics on the continent. “Strengthening economic ties with Russia and with the countries of the World Majority can radically change the economic and political balance with Western countries in favour of Africans,” he stated, highlighting the importance of this partnership in overcoming the legacy of colonialism and shifting Africa’s future trajectory.
